Request for Individual Consultant
Nutrition Sector Assessment NAD/ National Consultant
Proposed level NOC / Special service agreement
Under the Health and Nutrition Annual working Plan NAD the United Nations
Children’s Fund (UNICEF) and Development Planning Board of Aceh (Bappeda),
seek hiring a consultant to support the conduct of Nutrition sector
assessment for the province of Aceh . The Assessment process will also
include capacity-building for and development of Nutrition Strategy outline
to 2015 and beyond. UNICEF will enter into a consultancy agreement with the
consultant found to be the most suitable for this assignment.
Background
During last decades, Aceh province had suffered from a military conflict and
devastating tsunami, which led to deterioration of quality and access to
public health services and low uptake of adequate practices of child care.
As a result, Aceh nutrition indices are ranked as lowest in Indonesia, with
stunting, underweight and anemia affecting up to 40% of children under five
and wasting indices rising as high as 17% in some districts.
Numerous analyses and reports take note of the staggering dynamics of
malnutrition and suggest that its nature relates to chronic poverty and low
status of human development and justify the conduct of a sector-large and
multi-factorial Assessment of the performances and gaps of the Nutrition
Sector, including household-based food security issues. The purpose of the
Assessment is to explore the causes of malnutrition in Aceh and figure out
the opportunities for improvement, with special focus on improved
programming and capacity-building and positive change of carrying practices.
The Assessment’s results will inform and shape near-future nutrition and
household-based food security interventions and will offer a major input
into developing the province’s five year mid-term Health Strategic Plan
2010-2015.
Duration
20 working days from August 18 to September 12 2008
Work Assignments
The Consultant will be expected to significantly contribute to the conduct
of Assessment and, particularly, lead in preparation and conduct of
area-based assessment and analysis while significantly contributing to the
adjustments of the Assessment Frame and Plan to reflect national/ regional
priorities. The Consultant is expected to facilitate the process of ensuring
Aceh/ national ownership of the Assessment and will work with Aceh sectoral
specialists, facilitating identification of relevant sources of data for the
assessment, assisting the Desk Study and writing of Assessment report and
validating the outline of Nutrition Strategy Aceh. The Consultant will team
with one international expert recruited for the task.
Travel Requirements:
Travel to two selected districts to obtain area-based insight& findings will
be required as part of this assignment. The estimated duration for travel is
one week.
Required qualifications:
§ Advance university degree in nutrition, agriculture& food,
rural/community development or other relevant.
§ Eight years of progressively responsible professional work experience at
national level related to evaluation and/or sector/ systems research
(nutrition, health, food security, household) as well as financing/economics
of nutrition sector, local development, decentralization;
§ Proven knowledge of Indonesian policy framework, existing procedures and
frameworks pertaining to nutrition sector.
§ Proven experience in drafting policies and advising to the Government.
§ Ability to conduct action-oriented research and to organize and lead
results-oriented workshops.
§ Good communication and advocacy skills; ability to facilitate
participatory exercises
§ Advanced command of Bahasa Indonesia and advanced reading, writing, and
speaking skills in English
§ Helpful to have familiarity and contacts in the sectoral ministries,
provincial administrations, private sector, donor community, etc
